The High Frequency Active Auroral Research Program (HAARP) is an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska[clarification needed], and the Defense Advanced Research Projects Agency (DARPA). Designed and built by BAE Advanced Technologies (BAEAT), its purpose is to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance. The HAARP program operates a major sub-arctic facility, named the HAARP Research Station, on an Air Force–owned site near Gakona, Alaska.
The most prominent instrument at the HAARP Station is the Ionospheric Research Instrument (IRI), a high-power radio frequency transmitter facility operating in the high frequency (HF) band. The IRI is used to temporarily excite a limited area of the Ionosphere. Other instruments, such as a VHF and a UHF radar, a fluxgate magnetometer, a digisonde (an ionospheric sounding device), and an induction magnetometer, are used to study the physical processes that occur in the excited region.
Work on the HAARP Station began in 1993. The current working IRI was completed in 2007, and its prime contractor was BAE Systems Advanced Technologies. As of 2008, HAARP had incurred around $250 million in tax-funded construction and operating costs. It was reported to be temporarily shut down in May 2013, awaiting a change of contractors. In May 2014 it was announced that the HAARP program would be permanently shut down later in the year.
HAARP was a target of conspiracy theorists, who claimed that it was capable of modifying weather, disabling satellites and exerting mind control over people, and that it was being used as a weapon against terrorists. Such theorists blamed the program for causing earthquakes, droughts, storms and floods, diseases such as Gulf War Syndrome and Chronic Fatigue Syndrome, the 1996 crash of TWA Flight 800, and the 2003 destruction of the space shuttle Columbia. Commentators and scientists say that proponents of these theories are “uninformed”, because most theories put forward fall well outside the abilities of the facility and often outside the scope of natural science.
These low frequencies improve radio contact between people, even if you’re inside a thick concrete bunker or a submarine. The military might be able to prank call the korean subs with ease, locate missiles and detect bunkers created by the ‘enemy’ but I highly doubt this is worth paralyzing anyone who is between the wave and the wave’s destination. That’s like them firing missiles at each other with you being completely immobile in between them.
Put simply, the apparatus for HAARP is a reversal of a radio telescope; antenna send out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything — living and dead.
HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other U.S. military documents put it more clearly — HAARP aims to learn how to “exploit the ionosphere for Department of Defense purposes.” Communicating with submarines is only one of those purposes.
Radio Waves strong enough to cause earthquakes are controlled by the U.S. military.
It’s the largest ionospheric heater in the world. Capable of heating a 1000 square kilometer area of the ionosphere to over 50,000 degrees. It’s also a phased array. Which means it’s steer-able and those waves can be directed to a selected target area. What they have found is that by sending radio frequency energy up and focusing it, as they do with these kinds of instruments, it causes a heating effect. And that heating literally lifts the ionosphere within a 30 mile diameter area therein changing localized pressure systems or perhaps the route of jet streams. Moving a jet stream is a phenomenal event in terms of man being able to do this. The problem is we cannot model the system adequately. Long term consequences of atmospheric heating are unknown. Changing weather in one place can have a devastating downstream effect. And H.A.A.R.P. has already been accused of modifying the weather.
HAARP is intended to heat and lift a portion of the ionosphere above a selected location or locations on the planet in order to make a huge invisible “mirror” for bouncing electromagnetic radiation back to the surface of Earth. Why? The answer is that the U.S. military wants to:
•communicate with its submerged submarines by penetrating the oceans with ELF (Extremely Low Frequency) radiations.
•penetrate the land with ELF in order to search for hidden tunnels or other sites of military interest (a process known as earth-penetrating tomography).
What else could a HAARP-type project do in the near future? If the technology is scaled up in size, it could:
•Shield a territory from intercontinental ballistic missiles
•Discriminate between incoming objects (missiles)
•Disrupt communications over a large area of the globe
•Change the chemical structure of the upper atmosphere and possibly alter the weather
•Affect human mental functioning
•Impact the health of humans and other biological systems.
